We usually call that the AFC (air fuel control). It's the housing at the very top of the injection pump, and in my opinion has nothing at all to do with your white smoke issues.

What may be causing it is the overflow valve. On the rear of the pump near the top you will see what looks like a 17 mm bolt head. Give it a couple light taps with a wrench while the engine is smoking and see if it clears up. If it does, take it out and do your best to clean it - sometimes trash gets hung up in there.
