You can get the fan support off without removing the fan, but it's tedious. You have to back the bolts behind the pulley out a little at a time, alternating so you don't get bound up.

I second the air hammer routing, but recently I tried that with a 6.7 I have at work for one of our Dyno motors and cant get it to budge. But on any 5.9 it has worked for me

Don't whack the wrench in the direction of removal; whack straight down toward the big nut.
Usually the second lick gets them.
I always coat the threads with plenty of anti-sieze.
I had me a fancy fan-hub holder gizmo, but a stubborn fan sort of re-arranged it.
I have been meaning to re-weld/re-inforce it.
By using my holder gizmo and the big wrench pulling both towards each other, I have loosened some pretty tough ones.

I use the long fan wrench and a pair of 8" channel locks to hold the pulley. Leave the belt on.
One hard smack with one hand while holding the channel lock with the other gets it every time.
