Pump timing and other questions

Hi all, a couple quick questions.
Just broke off the woodruff key when I installed my pump trying to start it. Obviously there's a couple things I'm gonna do different this time around... Lol

So question is can I just jam this pump back on as long as the key is lined up, or can it be 180* out?

And next question, turning the pump shaft by hand is super easy, but has a mild bind up every couple turns or so. Frees up by slight backwards turn. Normal????

Should have a hard spot about every 1/4 turn.

Hmm every halfish turn is where it was "binding"...

When then cam loads the internal springs it gets hard to turn then it will pop free and turn easily until it loads the springs again.
