Power steering pump dying?

Power steering pump dying?
I think my power steering pump is dying....
Classic symptom of very hard to turn steering wheel, especially at very low speeds/stopped. Fluid is full, but foamy.
Any advice? Anyone know if these are a pain to rebuild? Or where is the best place to try to get a new or rebuilt replacement?

I should add that the symptoms are a little intermittent... sometimes worse than at other times.
I think it's the pump, but could it be some other part of the system?

I've only owned it for three or four months, and I've never changed the PS fluid.
I'll certainly try that first.
I work with hydrauylics a fair amount and in my experience, when a pump acts like that, it's on its way out. Hopefully I'm wrong.
