I replaced a seal in my '98 and it took a lot of cranking of the wheel before it even started to bleed out.

I cranked the wheel back and fourth one hundred times. I counted. Fifty without the motor running and fifty with.

I'd think that would of done it. How long did the pump sit with no fluid in it? I've seen veins get stuck before, on pumps that sit for a while with no fluid in them. It's a long shot but maybe your problem? Are you building any pressure?
Also an afterthought, was this your problem before you replaced the gear, or has it started with the new gear? Maybe a bad gear?
Goodluck

Two weeks would be enough time for a veine to stick, I think, I've had them at work go out sitting for a couple of days, BUT...
It's a lot of work but I'd throw the old one back on, see if it works. If so bad gear, If not then really look over your lines, they can collapse on themself's inside of the hose and you won't see a thing, it is rare though.
If all of that checks out ok then you would be looking at a pump.

if i took the lines off the box and the pump is full fluid should drain right?
so if no fluid drains fron the pump them i have a colapsed line right?
are you calling the lines veins or are they something else?

blow out the old lines with air there may be garbage in them. jack up the front of the truck start it turn wheel to lock each side and then shut off truck. the ps fluid will foam up scrape out the foam fill it up again and do the same thing until it is not foaming anymore. you may have already ruined the new pump if there was metal shavings in there but i highly doubt it

i didnt change the ps pump just the gear box. thats a good idea about the air ill try that. if i have a collapsed line that should fix it. the ear i broke off was a mounting bracket on the outside of the gear box housing so there shouldnt be any shavings. what im still curious about is the veins, are they somthing in the gear box or something else?

The vanes are in the pump, it's how the pump makes pressure.

well i looked at it this afternoon and the fluid was way down ( it had been full ) so i added some more and drove it real slow and turned the wheel stop to stop, it drank it up and started working better so i think its on the road to recovery. thanks for all the info
