Need help, PCM wiring failed the Wanna test

Need help, PCM wiring failed the Wanna test
I have a no charge issue on 92 I'm working on
I have continuity from CPS plug to PCM (blk/blu)
Decided to check PCM using wannadiesel directions. With key off should have 12V to cavity 3. I have zero. Traced the red wired from the PCM to where it enters a relay.
Maybe this wire is going to the wrong place - I don't see how it would ever have 12V?

UPDATE -
FWIW The rest of wanna's test was successful
That red wire goes to the ASD relay - I dragged out the wiring diagram and that's correct.
For the heck of it, I checked the other wires going into ASD relay. No power on any wires with key off
The diagram shows the red wire going through a white fusible link which is missing on my truck. I can add an in line fuse. But that does not explain why cayity 3 should have 12 v
I must be missing soomething

UPDATE
Solved the problem
I cut the direct wire from the PCM to the ASD
I then spliced a third wires into these two
Ran the new wire to the B+ after careful looking at the wiring diagram. How the truck started and ran I don't know.
FWIW, It also solved my no charge problem.
