Well all is well with the IP
The problem was, I bent the lever that the power screw adjusts. The long arm that sticks up when you pull the top of the pump. How I'm not sure, but when I ran the power screw in it would catch on the lever that the top hat is on, this in turn basically pushed the throttle open. So when it was backed out far enough to idle the power screw was backed out way too far.

Off now to tackle the leak at the fuel filter.
