What exactly is the fuel plate, and do guys mess with them much on these trucks?

at the track (where its real sticky) i can get the jump on the stockers and the light modded ones and it is a very competitive race and USUALY by .4 to 1.0seconds i can get them but its pushing it real hard and HOT the biggest advantage is having the rear locked and the ladder-bars to come out of the hole real hard so i get them that way in the long run they get me i run out of gear!!

Thanks. Times change and so do trucks. EPA talks about FE. And now 18 years later the OLD IRON is lighter and faster.
No, the EPA talks about tailpipe emissions, not fuel economy. "Clean Diesels" burn more fuel than the older ones. The idea of a "Clean Diesel" is all fine and great, but what about the extra oil that has to be pumped, and shipped thousands of miles, refined, shipped again, and the equipment used to do this work required to be "clean" are semis. Obviously someone in a suit came up with this idea.

Sorry ment to say when they aren't looking put a tranny in their bed to add weight and slow them down. or if they have a cover over their bed pour concrete in there probably will notice that one though.

We don't have one. 2nd gen 12 valve thingy.
