On the a/c trucks there is a vent at the pass feet/face of the heater box, on non-a/c there's a vent that goes into the fender with a trap door which I lovingly refer to as my beer cooler.
When I had the heaterbox out to do the core there was nothing in the box for debris and I also put new sealing foam at the pass kick panel.
I'm with you and ready to pull the rubber floor & backing pad-cant get any colder or noisier in the cab.

As for the heater...the fresh air supply might be the culprit. It should be drawing air from inside the cab when the heat is on. Maybe the control door for the fresh air is not closing?

I know in the A/C box that when the heat is turned on, the fresh air door closes. I'm not familiar with how the Non-A/C box is set up.
Above said door has a seal on it. Seal is bad.

Actually the seal on this door, is the door. The door is covered in a foam, and seals against the heater box.

Could there be an air bubble trapped in the line/core?

I looked through my 1989 Factory Service Manual...and it does not show any Non-AC heater box info...at least that I could find. I wanted to see how the box was set up, and how the cables and controls ran.

I think some 93 have vacuum pots and you air control door for the summer ac is stuck in the open position close it buy cutting a round hole in your heater box (look in the stick section )and pull it twords you this closes the indirect feed yes even non air conditioned truck have the door good luck my wife says its going down to minus 18 c were we live in Ontario tonight so I sympathize with you
