Gauge Rehab Problem

OK so yesterday I took my gauge cluster out and did a rehab on it. The needles were painted and everything reassembled. Now, all of the gauges work like normal except for the voltage needle. It stays all the way to the left. Today I had to do some running around and at one point I looked down and the needle was in the "normal" spot again so I thought all was good. When I left, the needle was back stuck all the way to the left.

So I'm at a loss. Could it be a bad ground when I reinstalled the cluster? Or maybe the needle motor is shot. I dunno. Anyone have a clue where I should start?

Take the needle off and make sure that the paint isn't causing it to stick to the gauge face, my brother had that happen on his '91.
