Flat spot

im new to this site. heres my question, at about 1600-1700 rpm,s i get a flat spot.it does it at low boost 0-10lbs in all gears, ive tried adjusting the afc star wheel down but doesnt help, the engine runs very well other than that.any suggestionson what to check would be appreciated.

Next time your in there adjusting the star wheel, take a go look at the fuel pin and make shore its moving freely..............not the vertical one(like an old smoke pin.) but the horizontal pin that ride up against the vertical pin!!

Push it in and them open the throttle and see if it snaps back out!
