Factory Cruise Never Has Worked, How to Diagnose?
Figured this would be in the sticky, but didn't find anything. My factory cruise control has never worked and I don't know squat about cruise control systems other than the names of the components and everything does seem to be present and connected. So where do I start with the diagnostics?

I've worked on a cruise control unit on a 96' 12v and visual inspection it looked fine but the cruise operates on a vacuum one of the lines was just old and cracked but not completely broken. I'm not sure if its any different for a 1st gen. if it is the same it's a fairly easy fix.

The clock spring can still be bad even if the horn does work. The horn has the largest contact through the clock spring so the rest of the contacts can break and the horn will still be good. You really just need to test the continuity of all wires going through the clock spring. The FSM has a really good section on diagnosis of the CC.

Horn and everything else on the steering wheel works fine. No crunching sound either.
How does the horn cover come off? I am not feeling any screws on the underside...

For me, it was the brake light switch.
It's real easy to check, just twist yourself under the drivers side dash. Follow the brake pedal arm up and you will see a small metal switch box with one button coming out. That needs to make contact with the brake pedal arm. If this doesn't make contact, the cruise thinks you are stepping on the brakes and it wont work.

I don't have an electronic copy, all i've got is the complete FSM "bible" version from geno's and no way to scan the pages. It would be nice if someone had an electronic version of the entire FSM!!
