engine runs away when reving in neutral

ok i have a non od tranny and cummins 91" 250 i rev my truck up above a high idle speed in park or neutral and my engine tacks out it drives fine but i wanna be able to through it in neutral at a light and huff and puff it. ya know could it be my tranny tuggin the tv cable i don't thinki saw it holdin it but ill double check if i slam it in gear it goes down to idle and wants to take the drive line with it now when it happens i use the key method. Could it also bein the pump ???

Pump is turned up just a touch too much. Back it down about 1/4 turn.
