Problem solved. The fuse link that powers the blower fan, power windows had at some point failed. Then it was attached to a two pole relay which was already being used for something else. I'm guessing the relay has become weakened over time with the excess load. So when the fan was switched to medium or high it would fail.
Thank you every one who offered your ideas and suggestions. This sight is tremendous and it has been the source of much help and inspiration.
