Clutch Fan Question

Guys I have a question concerning my fan. Should the fan be turning as soon as the engine starts? My fan turns at all times. How do you tell if the clutch is bad? Thanks, Tony

Clutch is bad if it "doesn't" turn right off, or if it spins freely with the engine off. Another way to check is just wipe your finger across the bottom of it to see if it's a grimy mess down there from the oil leaking out.
