Build a I/C motor or non I/C motor?

I have been doing some reading and it seems like it can go both ways. Here is my current situation:

I bought my 89 (see sig) and it has 201,000 miles on it. Drives good and shifts good but just seems to be lacking something. Doesn't have the nice genuine cummins rattle and just seems "blah". The VE has several leaks but I still netted 19mpg bringing it home. It's bone stock. I'm either thinking it might have a vacuum leak somewhere, the timing has slipped significantly in it's lifetime (if that's even possibly), or I may need to adjust the valves. Thoughts?

I have an opportunity to purchase a 93 motor/Rag/IC setup for $500 with 200,000 miles on it. The motor sounds real crisp and runs really good. The VE doesn't leak a bit either.

So my questions is, should I build my 89 motor for a 400hp goal or swap in that 93 motor setup? I have heard pros and cons to both. 89 has bigger injectors but weaker heads. 93 would be easier to get injectors for (and it doesn't leak like crazy). Help me out fellas, this is my first FIRST GEN. I doubt there is anything seriously wrong with your engine. Fix the pump leaks, check to see that the timing marks line up or are advanced a little, set the valves, and it should be like a whole new truck.

2 threads on the same issue. Last years fuel is probably the most significant problem.

A complete, crisp, 200K 93 engine and transmission with IC thrown in is a bargain at about 1500 bucks.

Well I cracked into the IP last night for some mild tuning and noticed the fuel was dirty and smelled stale. I don't think it was drove much in the past several months from the previous owner so I am gonna clean the fuel system from the tank to the IP and then run a good cleaner on a fresh fill up and see where it goes from there. Thanks for the reply.

I say fix your engine and go buy the other set up. You won't find that deal ever again. 500 for an engine and transmission that you can hear run. Never hurts to have a spare of something sitting around.

Bought my truck for $1,700, and then bought a 215 pump with 215 injectors for $400. This month has been full of great deals. The pump has a broken governor housing so I am gonna rob the DV's out of it for my 94 and sell it.
