I use a 1/4 inch drive SK wratchet with a deep well socket to break loose the locknut (think it is a 13mm). I have to put the socket over the power screw, and then hook the wratchet to it. Once that is broke loose, you can either use a small end wrench to turn the power screw, or a small flat head screw driver. If your timing is advanced and the pump is rotated up towards the block, adjusting the power screw gets more difficult. I used to be able to get to it a lot easier than I can now.

Just use a 1/4" drive ratchet with a 6mm socket on it...loosen the fuel screw back off a bit and that will "drag" the locknut with it. You can fiddle with the snugging up part later...in my case, I can loosen the screw, back the locknut up, say, 1/4 or 1/2 turn then turn the screw back in till the locknut starts to tighten up and then use the wrench to finish the job of tightening it.

ive had to buy the parts a lil at a time. between gettin raped at the pumps and tryin to gettin my hay equipment in shape for this spring, my money has been lackin as well as my time.

i'm guessing you've got a welder, so it would be pretty easy to put one together for the price of two 90's. i can send you a pick of the one i've got sittin on the bench if you want. after getting it, i realised how simple they are.
