Sounds like it. When the engine is running the battery voltage should be about 13.8 volts. Either the VR is bad or more likely you have a wiring problem. I could help you with it but I'm terrible busy moving from CA to OK. Jim Lane would be an expert but he's pretty busy also.

Maybe somebody else has some expertise with it. In the meantime, if you don't already have it, go over to https://www.genosgarage.com and get a Field Service Manual for your truck which has very good and complete wiring diagrams.
