Amp guage bouncing

The cummins seems to have an overactive volt guage. at idle no load, or loaded, lights on etc, the guage bounces, never discharges, just wont sit there like most volt meters.

any ideas, or is it normal?

No, that's not normal. Sounds like a loose connection in the dash where the gauge is.

Try running a multimeter off a circuit in the fuse panel like the cigar lighter and compare it against the voltmeter. Bad grounds are a nightmare and can cause a lot of problems too.
