Sounds about right to me. From the top of the oil filter, my tired old hog pegged a 100psi gauge when cold and never saw less than 35-ish when hot.

then why does it say in the manual, that it needs to be 10 at idle and 30 at rated. or is it different on top of the filter from the side of the block

Those are minimum allowable specs. Any worse than that and you will scuff the bearings.
