92 losing power, low idle

92 losing power, low idle
Hey all. I'm posting this for a guy I work with. He has a '92 2500 that isnt running right. He said it started by having a low idle, so he did something and turned the idle speed up. Now, he said it's losing power and cant be driven.
He replaced the fuel transfer pump (from the tank to the engine), but that didnt fix it. Someone else told him that the injection pump might be out of time. He asked me if I could retime it for him, but I have no idea how, or if that's even the problem. I'd appreciate any insight y'all could offer, and if I need to get more information from him, let me know.

the IP cant really be out of time unless it was moved. is there a hard start?. i would crack injectors and look for a miss. oh... look for air leaks in fuel lines.

Sounds like a classic case of a VE pump going south to me. I would assume he has changed the fuel filter? If so I would look at replacing an injection pump soon.
