91 cummins surges at idle and dies when you let off

Hey guys I figured out my last problem but now there is a new one. This morning I went to start up my truck and and my wait to start light didn't come on. So I started of anyways. So the truck started up fine then it idled for a little bit then it started to surge then it stalled so I tried to start it back up but it would start only when I gave it some throttle it would start then start surging as I increased rpms. The surging would stop. Any suggestions or help would be great thanks

Just wondering. If a fuel filter would help the PO replaced it right before I bought the truck and I have been running redline diesel fuel catalyst and that seems to have fixed my die off after throttle issues I have been having. Before

The surging stops when the truck warms up. Would that have something to do with the ksb or the heater grid? Or should I check out both
