Onemoparnut, I had taken that spring off for a brief time to see what it does. Here is what happens.
When you stomp the go pedal, it pushes the cable backwards to change the shift point and line pressure. When you let off, it will slowly come back to position but not quick enough. It will give you the feeling of the tranny "slipping" when at low speeds because the line pressure didn't change to make it downshift.
On mine, when I would stomp it, it would go. Now some idiot would pull out in front of you when doing around 30-40 and you hit the brakes to slow down. Now you are about 15mph. Stomp on the go pedal again, and all you have is 3rd gear. No get up and go till around 30mph again.
That spring helps the tranny to downshift. Mine quickly went back on.

the pictures i posted is a 1989 built in 12-88.in late 1990 dodge sent out an update to be done to 1989-90 automatics.( see bulletin http://dodgeram.info/tsb/1990/14-02-90.htm) this update was done to my truck as pictured.the spring from the throttle valve cable is pn 53009055,still a good dodge number. it cost $3.70. the throttle return spring (which is a spring inside a spring) pn 4300841 is also available, but i couldn't afford it. it was something like $35.00, so i used the old one.so what you see should be correct.also JustRamIt91 had your cable problem also so i replaced the cable.costly!
