Wheel Backspacing is how far your wheel sticks out the smaller the number the more its gonna stick out, a 2 off sticks out 2 inches farther than a 4 off. You set just your wheel on the ground and measure from the ground to the inside of the wheel which fits flat on the hub, that gives you your backspacin. I got some 16x7's and i paid $105 each which i don't think is bad for the quality rims i got and they actually fit FLUSH instead of the stock wheels that are sucked in 2 miles they're like 10 offs it seems like, here's some pics.

H2 wheels ant tires seem to be fairly cheep now days ranging from $300-$500 for the painted take offs and slightly more for chrome ones. They come with some decent 315/70/17 bfg a/t tires, but they are only a D load range.
I have a set on my 2wd and they fit without a lift, it would be nice to have some more offset pushing the tires out so they are flush with the fenders but I can't complain about them for $350.
