Those swing out mirrors are a factory option, I have seen them of several dually 1st gen trucks.
They don't fit in my garage without folding them in as pictured above.

I believe I have a good pair of those mirrors on a '93 D350 I got to convert a nice, clean D250 with a soft auto over to manual.
I will not be using the mirrors for my project.
Other than that I don't know of any other sources.
