Will not Start???

I am having trouble getting my buddys truck started. It is a 12v 94' auto. It seems like there is no fuel getting to the injectors. What could cause this? Also, we ran the generic key on key off trick and the check engine light flashed 13times. Can anyone interpret that?

When you bump it over with the key, is the fuel shutoff arm going up?

That is the first place to start.

The flashing codes are a two digit number,
13 flashes means nothing. Most likely there was a short break in the 13 flashes for the two different numbers.
Read this> http://dodgeram.org/tech/dsl/trouble..._DTC_codes.htm

First make sure the shutdown solenoid is staying up after cranking the engine and leaving the key in the run postion. Tell us the results.
Do not replace solenoid!!! Problem almost always lies elsewhere.

OK... the solenoid stays up. It seems to be working properly. I cracked the first line coming out of the injection pump and there is no fuel coming out when the motor is cranked. Then I pressurized the the fuel tank with air and cracked the banjo bolt going into the injection pump and fuel started leaking out. Is there a possibility that the mechanical fuel pump is not working properly? Or is there a possible air lock some where?

Probably no air lock, but could have a bad LP or cracked line allowing loss of prime. You need a fuel pressure gauge to be sure, you could also try priming the hooey out of it with the LP and see if you hear the overflow valve hiss.

Bill, did the 94's have the IP barrel issues as well?

Well how much fuel should pour out of the banjo fitting if I loosen it a little while cranking the engine? A little drip? or A pressurized spray?

Yes

It will make a mess.
Sounds like your LP is gone. Best price on a new one is from Cummins or http://www.genosgarage.com/prodinfo....MP_4988747_KIT
Your local auto parts will charge double.

What helps immensely when replacing the pump is to toss the stock pump bolts and replace with a pair of 8mm x 30mm x 1.25 pitch studs with nuts.

I'm having similar issues.
Truck started having idle issues while in gear then got really hard to start now it won't start at all.
Tried pressuring up the fuel tank while my wife tried to start, nothing. Looked for fuel leaks on hoses, saw none. Check shutoff solenoid. Comes up on startup goes down when ignition is switched off.
LP I presume??????
