Vent/Brake Block on Rear Axle ...does it come off?

Vent/Brake Block on Rear Axle ...does it come off?

I just found a replacement axle for my 97 2500 TD. The axle came with a damaged vent/brake line block.

Does this come off?

The brake hose going into the block was cut and so I need to attach a new block, the hose off of my truck, and lines. Before I break something, I thought I would ask this group how this is supposed to work. My Chilton manual is silent of course on this item.

It will unscrew just like a regular bolt.

When I try to unscrew it, the whole block spins (half way and then it gets tight). Does this come off as one assembly or is the block held in place by the vent fitting and just spins around it? Mine may just be pretty rusted.
