My kid has a 97 2500 4x4 Automatic. The trans was rebuilt last year. Even before it was rebuilt it has what I think is a problem. It does not want to shift into od or lockup at 60 mph unless you let off the pedal a little, then you fell it shift and right after that lockup. The trans shop did say the TPS was at 30% at idle, so I assume they put it on a scanner. It has never hunted in and out of lockup like so many here say when the TPS is out. Is this the TPS or something else?

Usually when the TPS is dirty, worn out or has a signal problem it will "hunt" gears sometimes shifting in and out of overdrive so fast the only reason you notice it is because the tach is jumping around.
The way you describe your problem it sounds more like it needs adjustment. Cheap and easy place to start anyway. Instructions here-

Be careful, dealer mechanics are notorious for claiming the tps isn't adjustable and they often tighten them down how ever they land. Doubt if any know the remove the inserts and oblong the holes trick in the page I linked you to. If it doesn't show the correct voltage the first time they will just put on a new tps.
