top speed freeway? / sluggish 12 v 1 ton dually

Hey guys,
hoping its just in my head. hoping the pros here can give some opinions and guiadance. 96 12v with 215hp p pump nv4500 5 speed 4x4 dually 4:10 gears 225/75/16" tires.

freeway speed at 2000rpm is like 55/60mph. seems sluggish though. I have taken the silencer ring out, it has an aem intake, I can hear the turbo spool sounds healthy nothing abnormal.

truck has 0 mods accept the aem air intake. Would like to wake this thing up.

advice?

First thing is to document how much boost and fuel pressure you have.

How long since the fuel filter and pre-filter was changed?

It could easily just be starving for fuel.

I was told that the filters all had been changed prior to my taking possession of the truck.

I guess ill be getting some guages going on this bad boy sooner then expected.

Doesn't have to be fancy, even temporary boost and pressure gauges will help figure it out.

You need the boost visible from the cabin, but the pressure can be underhood to tell us what we need.

Fuel pressure....
Should be 17-20ish at idle, 30+ at 2500 rpm no load. If it's low pinch off the rubber return line, gauge should spike over 50 psi. If it does clean filter and pre-filter, consider replacing overflow valve. If it doesn't replace lift pump.

Also consider it may start to around 2500 rpm or earlier stock. 3k rpm kit helps quite a bit with that.
