I don't think the timing can slip. White haze usually means antifreeze or water is getting into pistons,

water level is good. white smoke in a diesel can mean raw fuel.

Check your fuel pressure too. You might need an overflow valve.

Approx 30-34 at idle, 36-40 at 2000rpm.

Not quite.
According to Cummins normal fuel transfer/lift pump pressure specifications are 17 - 22 psi at idle and 25 - 35 psi at 2500 rpm (no load).
Checking fuel pressure on 12 valve isn't all that simple, for many folks just replacing the overflow valve is much easier.

start easy and work your way to the harder stuff
check stop solenoid for full throw
make sure both the pre-filter and secondary filter are clean/new
check for boost loss rips or tears in and boost boots or hoses
check fuel pressure (new overflow valve)

then comes major problems
injector issues
injection pump issues
head gasket issues

good luck start with the easy things first and don't rule out the fuel filters even if you have changed them recently as one bad tank of fuel can foul a filter right quick.
good luck

Pressure adapter

I made a pressure reading adapter from a 6mmX1.0 bolt about 10mm long. I drilled it through with a 1/16 bit and silver soldered a 1/8" npt fitting on the head. Take out the bleader bolt on top of the filter and screw this contraption in with some tubing to a gauge and you are in business. I saw one of these fitting for sale on the web for around 25 bucks from TST I think. My pressures were in the 30 psi range at idle and the truck's are running fine. The manual does say much lower though. cd
