That electric pump should fill the fuel filter with ease.... unless it's air locked, in which case it will run, but won't pump anything. I assume the pump is running? Pressurize the tank with the bleed screw open and see if it catches and starts pumping on it's own.

I think the electric pump ran for about 20 seconds then shut off No fuel came out of the plug holes. We did the same thing several times and no fuel came out . Could be a rusted fuel line I suppose I will have to check again . We finally filled the filter up through the holes on top , inserted the plugs and it started . I told the helper that I thought fuel should come out of the holes but the pump shut off . I think the transfer pump is not working . I am just looking for a second opinion .
I have a 2009 Dodge too I changed oil in both trucks the same day The 2009 gets black as I'm backing out the door . The 1999 is still pretty clean . Also the 2009 has grey marshmello under the oil filler cap but the 99 is fine There is no PCV valve What else could be causing this ? The 09 is a lot quieter than the old one and I really like that , but I'm sure something in there is contaminating the oil quite fast .

Depending on the flow rating of those pumps, 20 seconds may not be enough to fill the filter. Try cycling the key a few times and give it more like a minute to minute and a half of running time with the bleed screw open - then see if it pumps fuel.
The marshmallow is from condensation buildup inside the engine. I think the 99 still has the vent tube down under the engine? Works well 'cause the blow-by pushes the water vapors out of the engine once it's good and warm. The 09 probably doesn't have a vent tube eh? Could be the cause.....

Thank you I know what I'm going to do The truck is now running Filter full If I remove the plugs (easy to do ) and turn the key on fuel should pump out of the filter If not I know it is bad. Does the transfer pump pump constantly ?
I never noticed if the 09 has a breather pipe or not but if not that's is probably the answer They must have some way of removing the condinsation and blow by though . I will have to do more reasearch on that one

If the 09 hasn't got the vent tube, that would mean it's vented back into the intake somewhere.

I just went out to the truck and I just pulled the oil dip stick out so no pressure can build up .If the engine needs to rid itself of any crankcase build up it will exhale through the oil dip stick tube until I can find a better solution . I just want to see if this rids the engine of condinsation .

Either way, running for 20s before it shuts off (with engine off) is the way it's supposed to work..... if that's what yer gettin' at?

Don't know why I have these issues with it .

No I'll wrap a rag around it It is sealed up tight with o Rings from the factory . It's not drawing in at this opening it's blowing out . Where ever the breather is or incorporated into , it is not working . I have no shop manuals on it so it's dificult to read about it . Guess I should get one . It only has 22,000 on the truck . I find it hard to believe that the marshmallow would be normal I think the engine will be all sludged up in short order . Before the day of PCV valves they had breathers or draft tubes that were the normal way of venting the engines and the oil caps were a breather too . Then came the PCV valve (1963) They use to clog up and we replaced them . I am going to have to look into my 09 and see how it's works .

Ya, it'll probably be the ECM that controls it with a relay based on Tach signal or something. I'm not too schooled on the 24v's though....
