P-7100 12V only uses 1/2 of the throttle travel

By this I mean 1/2 the throttle travel makes power. The 2nd half, the pedal, throttle cable, throttle linkage right down to the arm that finally hits the RPM stop at the end of the travel, continue to move more, but I get no more power out of the motor.

I can slowly add power till I see almost 28 PSI of boost at about %50 throttle. If while going down the road I roll into,, or punch the throttle I get no extra seat of the pant power or any more boost built. Most shockingly to me, I get no different noises, smoke levels, or tone change from the motor.

Seems weird. This is the 215HP pump I just worked on for my '76 Ramcharger swap.
The pump has a 10# plate, 4K gov springs, 191 delivery valves, stiffer AFC spring and some AFC tuning work. The motor has 20.5* of timing. The set up has less that 300 miles on it since the pump gone through and the parts added.

It has a 1/2 inch fuel line and a OEM style LP. The motor has a aftermarket OFV that is holding good pressure at the pump.

Anything comes to mind?

I am in the process of hooking up my RPM gauge to see if it is RPM related. I feel like it is not because I can drive at different speeds in different gears at 1/2 throttle to less.

I would first have to ask if it is indeed making max rpm. Then I would look into the governor binding, thereby not allowing full rack travel.
I have had barrels not wanting to turn freely, give me mental fits until i figured it out. Real brain stretching moments there.
I have also experienced barrels sticking, where the engine wouldn’t idle, but if you listened, every so often you’d hear a snap, then the rpms would jump momentarily, as the governor overcame the rack restriction, then as it settled down, the rack would hang on that barrel, and away we go again.
watching what the governor does at idle is an interesting phenomenon. Mostly it governs wot, but it also plays along a little bit at all rpm, including idle.
