Over revving problem

Hello, I am new to the site and would appreciate some help.
I am looking at buying my first Dodge diesel. The truck I am looking at is a 94 2500. However, it has a problem with over revving. Apparently just before it was parked it suddenly started over revving and they immediately shut it down. The current owner is looking for a used pump but I would like know what is causing the problem and if it can be fixed without replacing thepump. Everything else seem to bein good shape so far.
Thanks

Pandpd,
I have a 94 also- it is a great truck. I don't have an answer for you, but I want to say welcome to DTR! This is a great site, and there is an amazing amount of wisdom, experience, and sound advice here. Someone will chime in with an answer for you!

It could be as simple as a turbo oil seal leak feeding oil to the air intake.
Remove one on the intake tubes and see if it's coated with oil.
