The bolts that hold the case to the block are a sloppy fit compared to the pins. The bolt torque will hold the case in place for a while but without the the two dowel pins the case will eventually shift.
Besides the close to 100 pounds of pumps (injection, vacuum and power steering) hanging from the case there is a ton of torque though the gears driving these pumps that act to move the case.
