Um, No!
thats what caused your problem in the first place not a bad solenoid, the starter solenoid contacts sticking causing your fuel solenoid to draw more amps to pull in. the worn starter contacts were also drawing more current, not leaving you with enough for your fuel solenoid to pull in.
There is plenty of power to run both portions of your fuel solenoid and your starter solenoid and your starter, along with the radio and your cab lights if you so desire. This is proven by the fact that there is plenty of voltage there to smoke the coil.
The fuel solenoid (pull portion)eventually went bad a few weeks after a new starter was installed. The hold portion never went bad and I could be driving it today if I didn't mind opening the hood every time I wanted to start the truck.

Got truck running!!! This is what I had to do adjust idle screw to 840 rpm from 1000 rpm. Removed shutoff solenoid and backed off govenor springs 2 clicks. Then reassembled. For some reason this seems to be the problem I had and now runs awesome and starts right away. Thank you all for your help and advice!
