lost rear breaks

lost rear breaks
put new drums and lining on the ram 2001, 3500 dually today, manually adjusted the shoes but have no stopping power and pedal goes way down!
fluid good, pulled drums to inspect again and shoes seem to be dragging all over [thought drums were to big!] drums are 310 MM diameter, made in USA AND NOT CHEAP.
Is there a ABS lunar rocket distribution hydrolic bipass something or other that needs reset or something? sty
