Kick down cable adjustment

Kick down cable adjustment
This is my first diesel truck and I just had tranny rebuilt. I really don't want to burn it prematurely. My detent cable is adjusted all the way in and I can't get truck to downshift upon accellaration. I noticed that with the cable adjusted in all the way that the steel braided cable slides witin the plastic clip at throttle. Is this norma? I only get get about 5mm of pull on cable at wot. I think that the cable should be stationary within plastic clip to allow full tension. Please let me know if this is correct. I have a 1996 3500 auto.
