find a cummins dealer and get oem, little more money but to much work to mess with anything else.
I've tried the cheap parts a few times now and come to the conclusion i cannot afford them.

No joke there. Get the good parts and do it once.

Solid info there. Like the constant oil filter discussions that pop up here. I cannot afford a cheap oil filter any more than I can afford cheap oil.

Get studs. Not much more money than a new set of bolts and much better product.

Contact an A-1 stud vendor such as Haisley Machine. http://haisleymachine.com/index.php?cPath=304_308
ARP studs require machining the rocker towers. A-1s at most require die grinding a rocker cover or 2.
And use a bottoming tap to clean the block threads for ANY rework. Diesels force a huge amount of soot down the holes

Before doing the head gasket make sure the oil cooler isn't leaking. It's behind the oil filter on the passenger side of the motor. If it's leaking engine oil you'll end up with oil in your coolant. -Glen

Upper engine gasket set# 3804897 from Cummins/Smart Power was $123.00 last month.
Unless you absolutely want or need new head bolts/studs, there is a bolt stretch, go/no go gauge included in that # gasket set.
