Update, problem found

Well fellows, the truck is running great now. The new overflow valve didn't help the problem and the symptom didn't match the valve anyway. With my arthritis being so bad I was dreading checking the timing and/or pulling the injectors which I suspected. Had a friend coming over to change the fuel hoses for me and I pulled the afc housing, start solenid and fuel filter so he would have better access. While waiting for him to show up thought I would just keep looking the truck over to see if I could find any problems. Check the fuel line fittings on the pump and injectors to be sure none were maybe loose and pulling air, all ok. Then looking the turbo over I looked under the turbo and something cought my eye, Hey! something is wrong here! The wastegate actuating rod or whatever it is called is just hanging there with bailing wire around it and the boost line isn't connected and has a bolt stuck in the hose. The wastegate rod has a long bracket that goes from the turbo down to the control part and the bracket was completely gone. I have a 14 exhaust housing that came off my truck with all the parts on it so started pulling the turbo so I could change out the housings. Friend showed up and he didn't have any trouble with doing the hoses. I got the turbo back on and put a #10 fuel plate in and it really is running great now. I mentioned this truck would go to 2800 rpm and found out why. When I showed the fellow the problem he called the previous owner and was told he had some body turn it "up." They had to be the one to butcher the turbo like that. They fooled me because they replaced the wire across the gov spring cover and used the breakoff screws on the afc housing. I thought the plate was pretty far foward. Thought you fellows might like to know how it turned out. Not sure if the turbo was the problem or the fuel lines which didn't look bad. Thanks for all the advise.
