help with charging system problem

So i've got a charging system problem on my '95 CTD 5spd that has just been givin me fits. I have been having problems with my serpentine belt runnin off track and gettin shredded up and had to put on a shorter (minus AC) belt. Worst part about it is that shredded belt took my tach out. Just a couple days ago i saw my amp meter start to go slowly down.... now i'm only pullin about 9. Truck won't even run the radio after the meter falls below 10. Belt feels tight enough. Now the truck won't even start without help. Could anyone help me diagnose this. Would the belt cause this extreme of a problem? Could it be a bad battery? Bad Alternator? Do these things have voltage regulators? Belt tensioner bad? How would i diagnose between a bad battery and a bad alternator? Multimeter says 11.2 volts on both batterys. Thanks guys... sorry about the length of the question, but this thing is drivin me nuts.

I had to read the post a couple of times to think out what you are saying, ok you have the tack taken out, are you saying the sensor above the crank is taken out or damaged? If so that could be the problem as that is how I think the computor know the engine is running. SO you wont have any charging of alternator, tack, probably ac, I think that is corrrect. Just an idea. Is the gap to large between the balancer and the sensor or damaged . good luck Jim
