IIRC there is a fuse for the heaters, did you check that?

No fuse, the wire from the battery to the relays is a fusible link and could be blown. It will look visibly burnt/melted.

Use Ford starter relays if you need replacements as explained here

Ok Ive got 2 relays with 2 small terminals on each.Ive tried every possible wiring scenario. The only way i can get the relays to work is if I ground the case to the sheetmetal. Then I cant get them to turn off.ive tried switching the small wires every which way.I get positive off of the green wire and ground off of the orange.I cannot get the sloenoid to trigger unless it is screwed to the metal.Im fed up ,been at it for hours and will probably just hard wire the trigger through a switch and turn on the relays manually.I dont know why they wont cycle.Oh they are ultra ford starter solenoids with 2 small posts. Also is there any reason that i would need 2 solenoids if I were to trigger the heaters through a switch? Truck is a 97 auto

Oh I should mention that when I was testing the small wires the one that produced the negative was always very weak and flashed.Im thinking that whatever controls this is shot.Perhaps the intake air sensor?

The Hayne's manual has an excellent section on checking every component of the grid heater circuit. Well worth the $20.
