good deal or not with timing and KDP

allright here is the deal, I am a college student that is about 900 miles from home and just bought a my 12v about a month ago. if I was at home I would be able to put the KDP in its place on the farm and even do a timing job but sadly I am not in a position to do that. I am in Grand Forks, ND by the way and if there is anyone that is within an hour or so and willing to help me on this that would be great. anyway I called tghis guy and he said that he could kill the pin and advance the timing at the plunger and he wanted to redo the valves, I know the price for doing the timing and pin would be around 230 and I am not sure about the price with the vavles included. would this be a decent price or not and also is it allright to do the timing that way sounds kind of like a short cut to me.
