Gas Tank Fuel pump?

No-- it has a mechanical pump located on the drivers side of the engine near the back (look below the master cylinder) that has a manual prime button located near the top of it with a rubber boot on it.

Well than if the kill lever is closed will it not allow fuel to get to the fuel filter. The truck has been setting for about a year and the when i pulled the fuel filter off it is bone dry. The guy told me when he tryed to start it last it act like it was starving for fuel, so he tryed to pull the fuel filter off and couldnt remove it, so it set for a year and now i want to buy it. It has a manuel kill lever cable whitch i found disconected and the actual lever on the pump was in the kill position.

The mechanical pump on the block will still pump fuel with the engine in the "killed" position.
Problem is more likely an air leak in the supply line somewhere between the lift pump and tank. Air sucks easier than fuel.
The lines can suck air but not leak fuel.
Easiest way to pinpoint the leak and to prime the system is to pressurize the tank, 5 psi max, with an air blow gun wrapped in a rag though the tank fill.
