I think there was a recall on this on the 94s and 95s. It had something to do with the linkage geometry. Have a dodge dealer run your vin to make sure all the recalls have been performed.

Does it do it if your set the cruise at the same RPM range that it does it when your foot's on the throttle? It's hard to explain about the throttle linkage geometry. The deal was that some customers had trouble with a similar problem, due to the pedal being senitive to movement at part throttle, which caused a bucking sensation.
