Fuel pressure readings?

Fuel pressure readings?
Hi all,
I just installed a new transfer pump.
I was seeing about 6 pounds of pressure that might get up to 15 but bouncing all over.
With the new pump I am getting about 15 and goes up to 22-25 but still bounces all over. I am reading off a silicone filled gauge that is mounted on top of the fuel filter and has a snubber installed but it still bounces around like crazy.
The truck runs way better now than it did before the new pump so that is great. It is a new OFV as well but I am wondering if there could be a problem with the OFV operating erratically?
I can understand slight pulsing but if the valve is working correctly shouldn't the pressure stay pretty constant?
Thanks in advance.

Mechanical
It's mechanical.
I have a needle valve on another gauge port but that gauge is shot. Probably because of all the bouncing around.
I should get a regular service gauge.

no matter what you might try it will always pulse
I don't trust a gauge that's seen a lot of pulsing to ever read correctly again.

thot about this again the other day...if you were to put an expansion chamber in the line between the pump and the gauge wud it take away the bounce and still give you an accurate reading?...not that it matters. the needle valve setup that bill has come up with works like a charm. this idea popped into my head and im wondering if anyone has ever tried it or knows more about physics than i do (wudnt take a whole lot mind you) and knows how fluid and pressure wud react to that type of set up.
