Is it normal for the slave cylinder pushrod to put some pressure one the fork all the time, even with no pressure on the system?

I can push the rod back into the cylinder by hand, so it's not a lot of pressure, but enough that I'm sure the release bearing will always be spinning . . . . The rod sticks out approx. 3-1/2 inches with the slave unbolted, and gets pushed back to about 1 or so inch when I bolt it in place.
