pulling cows i get around 17mpg

I bought my '95 expressly for mileage. It's got a 5 speed & 3:54 gears, stock tires. I average 20 MPG every tank. My best has been 25 MPG. This was on Cruise Control, long distance hi-way, avg 60 MPH. I have a tonneau cover, too, for the wind effect, tho it seems not to make a difference. It's all in keeping your RPM's down. If you do, you will increase your mileage.

Im only getting single digits city(7.8 - 9 mpg) and I havent been doing much highway driving, so I cant really say what that is (probably 10 +-).
4.5" SJ lift, 37 boggers, 16x10 STEEL wheels, bed loaded down with equipment, 3.5 ratio.

Only getting about 15. I imagine I have a clogged cat by now and maybe my timing slipped? I used to get around 18.
Any ideas on the best and cheapest way to get it up? I don't really have that heavy of a foot.

Never been over 18 MPG since new. Tried going 50 mph for 100's of miles. Still could not break 18. Even before upgrades while engine was broken in. 12 mpg towing, but I have my foot in it hard when towing. Everyday driving in summer gets me 15-16 mpg and in winter 13-15 depending on warm up time.

97 12v 2500 4x4 4:10 ratio.
265/75/16 tires
always have about 1000# of tools in box or bed
average 13-14 around town
average 17-19 on highway
when towing skidsteer and whatever attatchments
usually weighing between 10-12k with weight of trailer
10-12 around town
15-16 on highway
stock exhaust
stock fuel plate slid just a bit forward
AFC turned just enough to give some smoke on takeoff.
this is of course running on summer fuel
have not checked with winter fuel

My last tank was 20 MPH, driving around town, but that's a little higher than average. I get 14-16 towing with the camper at 60 mph in cruise control.

My D250 gets 28mpg when driven sanely in town or at the speed limit (55) when I'm in rural Minnesota. It gets around 24 mpg at 65 to 70. The worst I ever got was my last tank- 23 mpg. It was city driving with lots of warm up and idle time. I had just gotten carried away with the smoke adjustment and we are getting some real winter fuel now plus temperatures have been as low as minus 28 celcius. I just put in a K&N, turned the smoke back to normal and changed oil. 8 litres of 15/40 rotella and 4 litres of 10/30 canadian tire. I am doing about 300 kliks tomorrow and expect to get at least 28. These are the big, old-fashioned IMPERIAL gallons... 160 ounces to the gallon. I guess 28 mpg imperial converts to about 23 or 24 miles per cute lil 'Merican gallons. Pulling the fifth wheel at about 55 to 60 mph, I get between 16 and 21 mpg depending on how flat the road is, how much wind there is. I have noticed that sometimes, when pulling conditions are not ideal, a little more speed raises fuel mileage . I do not have a tach and can not be absolutely sure when I am in the 'sweet spot' Going a little too slow seems to make her slurp the diesel more. I caught a nice tail-wind across North Dakota once and got 24 mpg at 50 mph. I hardly touched the throttle.
