98 12v Suddenly zero no boost

Well its been years since i posted here so thats a testament to how well these trucks run until now. Last week I loaned my truck to my friend who had to haul a car trailer with a small truck to Phoenix from Tucson about 100 miles. Anyway my truck has always run great basically stock with a big air filter. My friend said it was running great up and on the way back to Tucson until he just got off the freeway and then the truck just lost all boost to the turbo. He was able to limp it home. when he got back a quick inspection showed that the exhaust side of the turbo to the downtube flange was very sooty and i felt exhaust coming out. So I figured that the v clamp had losened so I took it off cleaned it up and reinstalled it. It started and was sealed up no more soot or escaping exhaust but the truck still has no boost to the turbo and lacks all power and when accellerating the EGTs climb rapidly and high and don't really fal quickly like they did when everything was right. I took the air filter off and spun the impellor it is smooth and no noticeable play, with it running i can see the impellor spinning no weird noises and if i put my hand up to it i can feel suction. None of the boot connections are ripped or have holes, when it is running the boots feel flexible i would think they would firm up from having the turbo pressurize them. That's all ive gotten so far was hoping some of you can help with things to check before I just go order a new turbo. Also this truck has only 198k miles I also noticed that this turbo labeled HX35W but doesnt have a waste gate mechanism (which i am assuming is the round diaprham and lever contraption I've seen in other pictures). Any and all help is appreciated sorry for the long post just wanted to give as much detail as possible. Thanks.

Please don't order a new turbo.

On the top of the AFC is the boost reference line that comes from the manifold, make sure it is not broken or clogged in any way. Without boost reference it will allow very little fueling. If you have already removed the housing for moving the fuel plate (meaning the security bolts have already been removed) you can apply 15-25psi of shop air to make sure the lever inside actually moves.

Might want to make some adapters to test for boost leaks between the turbo and intake.

sorry to butt in, but anyone have a part# for that boost reference line?
or is just generic air line?

Its a steel line with rubber connections at each end. It is also not the same exact thing from 94-98 and will have a different part number.

Pretty sure this is the Mopar number, link below is the Cummins #
