97 12 valve will not get over 2000 rpms

97 12 valve will not get over 2000 rpms
Just wondering if any one could help? I am looking at a 97 cummins it starts up and runs good as long as you don't get on it. When you do it will not go over 2000rpms no matter how long you hold down the gas. All it does is blow a bounch of white smoke out of the exhaust. If you take it easy it drives normal. Some people said it could be the fule filter or injectors.

white smoke and no rpm
Sounds as the timing really slipped.
