I have been SLOWLLLY getting to replacing the famous leaking fuel lines on my 96. I had picked up a NAPA fuel filter/separator since I was going to have to pull the oem one anyways. How do I get that plastic valve off of the oem filter to screw onto the NAPA filter??

I've used Napa fuel filters before, the WIF screws right in.
All I can figure is they gave you the wrong filter.

Why would you think it the wrong filter? It looks like the right one to me. I just can not get the valve out of the old Dodge filter, is there a trick?

Try some pliers to get the old one off, it screws right in, regular right hand thread.

I finally got to use my "strap filter" as seen on TV!! That thing really works slick!! I was able to get the sensor off without any damage whatsoever! I just put the strap wrench, the smallest one of the 3, and it took a ton of toque, but it finally gave! I put it on the same way!!
